On the one hand the skis look quite well designed/fitted - can't work out what the spring is supposed to be doing though.
I guessed that the skis pivoted and the springs provided a bit of support.
Husqvarna did one for the army that had sprung skis with footrests, so the rider held them down. Autobox engine traily bike.
I couldn't work out how the spring would be put in tension, at first glance it needs to be a compression spring to cope with upward movement but I guess it holds the ski up until you apply pressure with your foot a bit like the Husqvarna one?
Doubt is not a pleasant condition.
But certainty is an absurd one.

XV cafe customs are really hard to get right, they're too long and the frame is weird. The chain-drive models are helped because they're not so screwed over wheel alternatives (so that makes it a TR1?). I dunno if this example floats my boat as such but it's better than most!

Looking closer, there's a clamp which appears to have a range of possible positions.
