Are you kidding, this is hilarious. Took me about ten seconds to establish the outline of this discussion; a complex installation with water, gas and electricity all in one spot = some onerous HSE requirements. Ignore tem at your peril.
Enter stage left, @Bowman an obviously highly experienced chap in this exact field. The sort of chap you really ought to listen to rather than try some clever semantic argument. Then @Potter another highly qualified chap who is quite happy to tell you what he does NOT know so when he tells you something he DOES know, especially when it comes to legal and technical requirements for installations, is also someone you listen to and recalibrate your own thought process. Add @Count Steer
and suddenly there is a veritable queue of experienced engineering and tecchy types all saying the same thing.
Boiler installation and maintenance is a non trivial issue which has the capacity to go spectacularly wrong.
@Ant, you’re dead wrong on so many levels. But you’ve been told, you choose to ignore, clearly do not understand even some of the basic language (eg competence which is a technical, legally defined term) and are displaying an extraordinary level of ignorance in a subject which isn’t really that complicated. It’s just so damned dangerous that before you go near such a system, you have to know the detail of all current regulations and not simply come up with reasons why you think they don’t matter.

Yes. I can see what you’re doing but it’s a potentially dangerous topic to be so casual in.
There is a reason the “powers that be” are going to make “disinformation” a criminal offence. The fundamental nature of social media and free speech is about to change. I can’t believe there isn’t a civil war I could sign up to because of some of these invidious changes to common law. Those freedoms we enjoy now cost lives and they are being eroded as we speak.
I was chatting to a teacher earlier bemoaning the fact that I couldn’t stand the profession I really am most adept in because it was so politically correct (and now, woke). She was telling me they now cannot use the words “boy” or “girl”!
How did that happen…
Anyhow, casual misinformation/disinformation even if claimed irony/harmless banter, can easily be picked up by trawler bots and if it meets a minimum standard, could constitute a criminal offence. It’s worth pausing to think for a moment what that otherwise innocuous phrase means these days. Most law abiding citizens have no idea what happens once they get that in their record.

What is “hate crime”? Who gets to decide? Do we have any choice? What is the (obvious) conclusion?
Think “1984”. It is of course, wrong think or thought crime. I read that book again quite recently. It makes sobering reading in light of what we are seeing right now with our very language being changed to suit the political narrative or newspeak. So when I point out actual examples from our own government leading us down that path, it’s pathetic to see those observations so regularly dismissed as mere “conspiracy theory”. That tired out phrase is getting boring.
