How tall are you? Your best gains are always going to be made by losing weight. Unless you're 6ft 6 or something, if you can't lose weight you're either eating too much or not moving enough.

6’. I’m naturally quite muscly in my upper body though.
Once or twice have been down to 13.5 stone but that never feels sustainable.
I’m right down to 1300kcals net to try and lose weight. I’d plateaued at 1400!!

Something doesn't add up then, if you're (for agruments sake) burning 3,0000 kcals and only putting in 1300 kcals, there's no way you won't lose weight. Your body may go in to a catabolic state and start 'eating' muscle mass but you will get lighter. May be keep a food diary if you're serious about it.
I always hovered around 13.5-14st as a non pedaller but am now about 11.5-12st and eat pretty much whatever I want. I just have to keep pedalling or it's going to go very wrong, very quickly

Nah, 1300 net. So 1300+exercise.
One thing I’m finding- the fitter I get on the bike, the more efficient I seem to be at all the other physical activity I do So a few thousand steps carrying bags of feed around barely get me above resting HR.
