The headstock looks like it been removed from the frame. AFAICS it looks to have been done quite neatly so I suspect someone isn't quite telling the whole truth. More and better pictures would help.

I suspect that the frame has snapped at the headstock rather than having been cut off and it is a piss take, but in this world you just never can be sure.

Sort your tech out.
In the mean time, it's fucked, the welds are intact and the frame has snapped
