No it doesn't. He gets tax relief on the money that he donates. That tax relief is claimed by the charity. So it was never the 'government's' money in the first place.

Well, he's not in a position to promise tax cuts to harvest affection so he has to make compromises.
Not very good at song and dance either...never knew about it until it was mentioned up there^^^. Needs better PR.
