A question about tandems

Does it make a practical difference where the more powerful of the two riders sits? I see a few up here and they intrigue me. There's the very occasional recumbent front and normal rear seat too.

The power effectively goes through the same drivetrain - so I would suspect it doesn't. But I am guessing the bigger rider at the front helps handling ...
