MK is criss-crossed by dual carriageway and fast 60 mph single carriageways. Typically, automated systems are designed to operate in an 'ODD', operating design domain. Add in geofencing to restrict travel.

They could just drive around Central MK, that's a US style city centre with a perfectly regular grid of 30mph roads However all the roads which bound the city centre (the ones with the bigger roundabouts on) are 70mph duals.

I've seen video from trials where members of the public deliberately stood in front of an AV.
The AV stopped in time BTW.

The Toyota at the Tokyo Paralympics didn't - it ran down the partially-sighted athlete and injured him so badly he couldn't compete.

FWIW I'd also seen videos of the closed road testing that system had been through.
AFAIK, there are no AVs running on UK roads without a safety driver. Unfortunately your linked report doesn't say whether or not the Toyota had one. And, as I've said before, a UK safety driver is a league apart from those in some other countries.
