They're too fast to be mixing it with pedestrians IME* but not fast enough to be on the road. Even here in MK, where we have what must be close to the best developed cycle/pedestrian network in the UK, with lots of wide, well surfaces routes, they don't "fit" with people walking around.

*And not just cause I stacked it. I actually stacked it 'off grid' in MK with your common garden shit UK pavement.

Frankly, neither do combined footpaths and cycleways - but plenty around. I nearly got run over in Oxford because the pavement / cyclelane swapped sides and I didn't notice.

They're as fast or slow as most people go on a bicycle, so I don't see the difference.
In fact, if people on scooters wore lycra and developed a bad attitude then there would be no difference, so let them go where cyclists go.
