According to an article on a new rider safety campaign in Gwent (spectacularly good timing, starting it in late October)...

"In serious collisions where a four-wheeled vehicle is not involved, the cause is usually rider error, including:

Poor road positioning
Being insufficiently visible on the road
Poor judgement of speed into bends"

Talk me through:

1) how something can be 'sufficiently' or 'insufficiently' visible - by definition, something is either visible or it's not
2) how 'being insufficiently visible' is a factor in collisions that DON'T involve another vehicle. I'm genuinely intrigued!

Pedestrians? Other non 4 wheeled vehicles?

If you're not visible to them, then yeah i can see it. But I'd expect it's more down to a badly written article than an actual reality and the reality is, they don't actually mean that

Yes, something 'visible' is in clear line of sight, an unobstructed view.

They could mean that the driver had a line of sight but had the Sun or headlamps shining in their eyes.

Or they (or, possibly, whoever wrote or rewrote the press release) didn't use the correct terminology.

They could mean, of course, inconspicuous.

Having dug out a couple of other reports, the gibberish seems to be the reporter trying to add some colour to the story.

Welsh - gibberish - have you been to Wales? Gibberish everywhere I was there last weekend. The lifts are hilarious, gibberish first of course!
Take an English word, write it backwards and chuck in a few extra L's for luck.

You are thinking of the Copenhagen interpretation. In the 'Many World' version every colour is visible somewhere, and invisible somewhere else. Even pink day-glo.
